About TownSuite
Municipal software, made in Canada — since 1987.
TownSuite is 100% Canadian-owned — founded in Gander, Newfoundland & Labrador in 1987 and has built one connected platform exclusively for municipalities ever since. Every application is designed, developed, maintained and supported in-house, and our Sovereign Cloud is hosted and operated in Canada.
mERP® — Municipal Enterprise Resource Planning: one connected system for every municipal workflow, from finance and HR to planning, public works, recreation and citizen services.
Who we are
A team that builds for municipalities — and nowhere else.
TownSuite Municipal Software was founded in Gander, Newfoundland & Labrador, in 1987 — and is still headquartered there today. It began as Procom Data Services, a central-Newfoundland computer supplier, and built its first municipal product, a property-tax billing system, when local towns needed one. That product grew generation by generation into TownSuite Financial, and ultimately into the full TownSuite mERP® platform municipalities run on now.
We have stayed deliberately focused: we build for municipalities, and nothing else. Every application is designed and developed in-house — not generic enterprise software bent to fit town hall, and not a foreign platform with a Canadian label. The team that builds TownSuite is the team that maintains and supports it: one platform, one accountable team.
Today TownSuite is a national operation — 100% Canadian-owned, led by the Whey family with Andrew Whey as CEO since 2014, and staffed by employees and partners across Canada, from Newfoundland & Labrador to British Columbia. And we still call it living software: client feedback has shaped every release since 1987, and enhancements are included — never billed back as version upgrades.

What makes us different
Operationally sovereign because it's ours.
Built from the ground up
Every application is ours — designed and developed in-house, not adapted from a foreign platform or assembled from acquired products.
Municipal-only focus
We serve municipalities exclusively. Nothing here is generic ERP adapted to fit municipalities — it's purpose-built for the public sector.
Made, maintained & supported by us
The team that builds TownSuite is the team that runs and supports it. Every subscription includes TownSuite Care — support, continuous updates, documentation and managed Canadian hosting.
Enhanced with our clients
Since 1987, client feedback has shaped every release — and enhancements are included, never billed as upgrades.
One platform, delivered every way municipalities work
We run our own company on it. TownSuite's own billing, HR, development and CRM all run on the same platform we sell — so we feel every change before our clients do.
Across Canada
Trusted by municipalities of every size.
Configurable for municipalities of any size, TownSuite serves clients across seven provinces — and expects to welcome its first British Columbia and Saskatchewan municipalities in 2026 — all backed by a Canadian support team, coast to coast.
Citizen-facing portals and eServices are bilingual (English & French), maintained collaboratively with each municipality.
Evaluating with peers? Client references are available on request.
