Who we are

A team that builds for municipalities — and nowhere else.

TownSuite Municipal Software was founded in Gander, Newfoundland & Labrador, in 1987 — and is still headquartered there today. It began as Procom Data Services, a central-Newfoundland computer supplier, and built its first municipal product, a property-tax billing system, when local towns needed one. That product grew generation by generation into TownSuite Financial, and ultimately into the full TownSuite mERP® platform municipalities run on now.

We have stayed deliberately focused: we build for municipalities, and nothing else. Every application is designed and developed in-house — not generic enterprise software bent to fit town hall, and not a foreign platform with a Canadian label. The team that builds TownSuite is the team that maintains and supports it: one platform, one accountable team.

Today TownSuite is a national operation — 100% Canadian-owned, led by the Whey family with Andrew Whey as CEO since 2014, and staffed by employees and partners across Canada, from Newfoundland & Labrador to British Columbia. And we still call it living software: client feedback has shaped every release since 1987, and enhancements are included — never billed back as version upgrades.

The beginning, in Gander

  • MBS — the Municipal Billing System — built so local municipalities could handle property-tax billing
